THE SECRETARIAT OF THE NATIONAL ASSEMBLY OF AFGHANISTAN
The National Assembly of Afghanistan has two individual Secretariats, (the Secretariat of the Lower House "Wulesi Jirga" and the Secretariat of the Upper House "Meshrajo Jirga") that each Secretariat of each house is formed with the Secretary General, two deputies and eight directorates.
The duties of the Secretariat General are as follows:

Leads the inter-parliamentary relations.

Oversees the design and implementation of security policies.

Directs and supervises all necessary arrangements for the inaugural ceremony.
The Deputies assist the Secretary General and carry out his duties in his absence.
The Legislative Directorate – This department is responsible for the organization of the plenary and committee sittings such as preparing agenda, recording the proceedings of the sessions and drafting proposed laws. Study and research of the proposed bills, legal decrees and process petitions are also the responsibilities of this department. Each house has its own legislative departments.

International Relations Directorate – This Department establishes relation between the NA and parliaments of other nations as well as relation between the NA and international organizations. Arranging and scheduling foreign visits by members of the NA and the Secretariat, welcoming and organizing programs for official visitors, finding and proposing ways to get international cooperation, are in the list of responsibilities of this Department.
Information and Public Relations Directorate – This Department is the main link between the NA, the government and the people. It is of the utmost importance that the proceedings of the NA are communicated to the public. The department is also responsible for all publications, audio visual data gathering and maintaining a full operational library for the purpose of keeping members of the NA and the public informed.

Human Resources Directorate – The Department is in charge of recruiting qualified personnel based on competition without discrimination of any sort. Organizing and launching training programs for performance enhancement of the staff, are among the responsibilities of this Department. The Department will also take care of the legal rights of the staff i.e., retirement benefits, pensions and annual leave schedules.

Administration Directorate – The Department provides administrative and logistic support for the entire organization. The list includes maintenance of the facilities, procurement of supplies and services and providing transportation and health facilities.

Finance and Budget Directorate – This Department prepares the budget and supervises and controls all financial dealings of the NA. Processing of the payrolls, general expenditure & accounting, and billing of consumable items are among the responsibilities of this Department.

Security Directorate – This Department is responsible for ensuring the security of the NA members, staff, visitors and property. To achieve this, the Department will apply strategically planned safety measures and will be ready to act swiftly and effectively in situations of crises moving everything back to normal.

Information and Communication Technology Directorate – The ICT Department is charge of the information technology and all communications needs of the NA. The Department establishes and controls local area network (LAN) and world wide communication net work to serve the NA and its Secretariat. Design, establishment and control of a data base, design installation of telecommunication and sound system in the assembly hall as well as the entire NA building using coded numbering system are the other responsibilities of this Department. The Department will also organize training courses for members of the parliament and the staff for proper use of electronic equipment, i.e., computers, scanners, print and photo copy machines, etc. These training courses will also include proper use of internet and WebPages for information gathering through the electronic media.
